Shadab Shams has worked within the party organisation in Uttarakhand since 2010, moving through spokesperson and state media responsibilities into administrative office. In 2020 he served as Vice-Chairman of the PM 15-Point Programme with the rank and status of Minister of State, Government of Uttarakhand. Since 7 September 2022 he has headed the state's statutory Waqf Board.

    The Uttarakhand Waqf Board is a statutory body responsible for the superintendence of Waqf properties and institutions in the state. As Chairman, Shadab Shams has set out a focus on transparency in the Board's functioning, accountability in how properties are managed, protection of Waqf properties from encroachment, and directing Waqf resources towards the charitable and community purposes for which they were endowed.

    This section describes stated administrative priorities. It does not assert legal findings, property claims or the outcome of any pending matter.

    04 — Modern madrasa initiative

    Under Shadab Shams's chairmanship, the Uttarakhand Waqf Board developed the state's first modern madrasa — the Dr. APJ Abdul Kalam Modern Madrasa, in the Muslim Colony near Dehradun railway station. It offers general education under the NCERT syllabus, with Arabic and Sanskrit available as an optional subject, in classrooms fitted with smart boards, computers and new furniture.
